The Third Belarusans’ World Congress
Belarus and the Belarusans on the Millennia’s
Border
July 5th-6th, 2001
Minsk
There were
- 139 delegates and 35 guests from 18 countries of the world
(the UK, Australia, Belgium, USA, Canada, Russia, Ukraine, Moldova,
Kazakhstan, Uzbekistan, Estonia, Lithuania, Latvia, etc.), representatives
of 72 Belarusan Diaspora organizations;
- 144 delegates and 157 guests from Belarus;
- representatives of the state structures: Culture Ministry,
Education Ministry, Justice Ministry, State Committee of Religions
and Nations and Minsk Executive Committee;
- US Ambassador Michael Kozak and representatives of the embassies
of Ukraine and Armenia;
- Representatives of the international organizations: OSCE and
UN.
There were 45 representatives of news agencies.
There were the following sections:
• Belarusan Diaspora: problems and perspectives;
• Belarusan science, culture, literature and arts at home and
abroad;
• Belarusan world information space;
Professor Anatol Hryckievic was elected President of the IPS
BWA Backauscyna, Alena Makouskaja was elected Chairperson of
the Council.
The Congress passed the following documents:
- Resolution about supporting the Independence Act passed by
the All-Belarusan Congress on July 29th, 2000 in Minsk.
- Foreign Belarusan Community in the 21st Millennium Programme
(main activities to consolidate and help Belarusan Diaspora
till 2005) ;
- Our Way: Goals and Tasks Declaration;
- Belarusan Diaspora and World Declaration
- Resolution about the activities of the IPS BWA Backauscyna;
- Resolution about the Belarusan language;
- Resolution about supporting the IPS BWA Backauscyna and consolidating
Belarusan Diaspora;

Problems of Preserving the Belarusans’
Presence in the World
July 26th-27th, 1997
Minsk
There were
- 123 delegates and 111 guests from the UK, Australia, Belgium,
Germany, USA, Italy, Canada, Poland, France, Czech Republic,
Russia, Ukraine, Moldova, Kyrgyzstan, Estonia, Lithuania and
Latvia;
- 64 delegates and 388 guests from Belarus;
Among the guests, there were
- representatives of the corps diplomatique accredited in Belarus;
- representatives of the Culture Ministry, Education Ministry,
Foreign Affairs Ministry and the State Committee of Religions
and Nations;
There were 63 representatives of mass media.
Academician Radzim Harecki was elected President of the IPS
BWA Backauscyna, Hanna Surmac was elected Chairperson of the
Council.
The Congress passed the following documents:
- Appeal of the participants of the Second Belarusans’ World
Congress;
- Resolution about the activities of the Council of the IPS
BWA Backauscyna;
- Resolution about the situation with the building of the Belarusan
Humane Lyceum;
The First Belarusans’ World Congress
July 8th-10th, 1993
Minsk
There were
- 486 delegates from the UK, Argentina, Austria, Australia,
Belgium, Germany, USA, Canada, Poland, France, Czech Republic,
Switzerland, Russia, Ukraine, Moldova, Turkmenistan, Kazakhstan,
Kyrgyzstan, Uzbekistan, Estonia, Lithuania and Latvia;
- 510 delegates from Belarus;
- more than 200 guests;
There were the following round tables:
• Belarus’s statehood
• Belarusan culture
• Belarusan economy
• Belarusan Diaspora
Academician Radzim Harecki was elected President of the International
Public Society Belarusans’ World Association Backauscyna (Homeland),
Hanna Surmac was elected Chairperson of the Council.
The Congress passed the following documents:
- Appeal of the Belarusans living abroad, participants of the
First Belarusans’ World Congress;
- Appeal to the Belarusan nation;
- Declaration of the principles of the national statehood building;
- Appeal to the Parliament and Government of the Republic of
Belarus;
- Proposition of the participants of the First Belarusans’ World
Congress concerning the military matters;
- Resolution about supporting the activities of the IPS BWA
Backauscyna;
- Resolution about the Entrepreneurs’ Council;
- Resolution about supporting the Belarusan Editorial Board
of Radio Liberty;
- Appeal to the Supreme Soviet of the Republic of Belarus about
placing a memorial plaque on the building where the Belarusan
People’s Republic was proclaimed;
